‘In the last eighteen months, BTR Government has been setting up several developmental initiatives. With a vision of a Peaceful, Green and Smart Bodoland for the betterment of the region, I am glad to launch the ‘BTR Development Fellowship Programme’ as an institutional setup that shall accelerate the objective of comprehensive sustainable development of BTR through a three-tier professional support structure at the Secretariat, District and Block level, adding value at all levels of administration in a well-coordinated and professional manner. This programme is drawing on the experiences of other major national-level initiatives to provide professional support to the government by engaging Transforming Rural India Foundation (TRIF), a not-for-profit organisation that has anchored several such initiatives with other State Governments, for providing knowledge support and technical guidance throughout the programme duration.’

The Bodoland Territorial Council (BTC), constituted under the Sixth Schedule of the Constitution of India, mandates to fulfil economic, educational and linguistic aspirations and to preserve the land-rights, socio-cultural and ethnic identities and accelerate holistic development in the Bodoland Territorial Region (BTR). BTR covers an area of 9,688 sq. kms, and has 5 districts viz. Kokrajhar, Chirang, Baksa, Udalguri and Tamulpur and has a population of 31.55 lacs (source: Census, 2011). The BTC has placed emphasis to bring faster and sustainable development in the BTR by adopting a three-pronged strategy – Safe Bodoland, Green Bodoland and Smart Bodoland.

In order to achieve the larger goal of improving quality of life dimensions in sync with the laid down strategy, the BTC has designed a comprehensive plan to intensify multi-sector interventions through convergence and collaboration of schemes and efforts. The BTR Development Fellowship Programme has been designed as a key programme pursuant to this vision.

BTR DEVELOPMENT FELLOWSHIP

The Bodoland Territorial Region Development Fellowship Programme is a platform for young, learned and passionate professionals to work closely with the Government administration for strategy co-creation, programme management and extending the reach and efficiency of the existing programmes for impact at scale. The programme is being implemented jointly by the Government of BTC and Transforming Rural India Foundation (TRIF) – one of India’s leading nonprofits. The program seeks to attract experienced and interested young professionals and provide them hands-on experience of the modus-operandi of the government. A team of highly experienced thematic specialists constitutes the Programme Management Unit at the GoBTC headquarter supporting BTC as a strategic support unit to formulate, augment and implement key policies. The fellows and specialists inducted into the programme would thus play a significant role in ushering in holistic and expeditious outcomes across important developmental indicators by contributing in greater outreach of developmental initiatives, strategic decision making as well as orchestrating multi-stakeholder engagement from important stakeholders across community, market, civil society and the government for amplified impact
